Should part time minimum wage employees be forced to share their tips with supervisors and Management?

The owners of the Corporations have admitted they are TOO CHEAP to give their Management staff adequate raises. It's bad enough that it is a Right To Work State that does not Protect Employees anyway! What do you think?
